TALLAHASSEE, Fla. (AP) _ The Florida branch of the NAACP says a bill that would ban students from wearing their pants too low could lead to more legal trouble for black males.

Orlando Senator Gary Siplin’s bill was approved 28-11 last week by the Florida Senate.

The bill calls for no criminal sanctions, but it would prohibit students from wearing pants low so that they expose undergarments.

Violators would receive a warning for a first offense, and suspensions from school would be issued for each subsequent infraction.

NAACP President Adora Obi Nweze called it a “clearly discriminatory bill.’’

Other groups such as the Advancement Project, a Washington social advocacy organization, say the proposal is directed primarily at black males and could lead to arrests.

I agree that wearing of one pants is very disgusting. I see young people of all races doing this. It is about time something is done to bring back some morals to our country. Quit complaining and start helping kids to have self respect.

The NAACP should be eliminated completely! They discriminate more than any organization should be allowed. Every event that they can stir up racial problems, they jump right in the middle of it. The Duke lacrosse incident is a prime example. When it panned out that the boys were wrongly accused, where did the NAACP run to? They surely didn't apologize for making the case worse by labeling it racially motivated. If they were banned as well as BET network, Jet magazine, Black History month, etc...much emphasis would not be on the black community alone. All races are equally deserving and equally at fault for the shoddy dress we've allowed our young to wear. My son wore what I bought for him - he wasn't given a choice. If he didn't want to wear it, he could've gone naked, but I was not giving in to the underwear showing pants that are so popular. It shouldn't be left up to schools, but it is since parents won't step up at the risk of being unpopular with their teen!

If they must pass a bill about indecent clothes why not one against females who wear low-waisted pants with their thongs resting on their uncovered hindparts. It's the old double standard. The powers that be, who are mostly men, must want it to continue for their viewing pleasure. Please show some respect for yourself and others by keeping your underwear choice to yourself. I think parents and communities that find certain dress codes offensive need to actively raise their children and stop letting the TV do their job. So many adults mimic young people's bad habits that it is the blind leading the blind.

This is the 21st century and as a civilized society there are certain expectations for conduct and decorum that are incumbant upon any nations citizens. The wearing of pants such as this signifies a lack of concern for moral and ethical obligations in addition to a belief that their right to be obnoxious has more validity than societies right to maintain some accepted level of class and culture.

I am a fifty year old african American female and I hate to see other people's underwear as much as any other person on earth. However, to pass a bill about is overkill. It seems to me that American society seems hell bent on "criminalizing' the black male. It is proven without a shadow of a doubt that they suffer stronger penalties and higher incidence of arrests. Get a grip people. you are prejudiced. And just because you or your ancestors did not own slaves, it doesn't mean you didn't (and still do)benefit from it. The NAACP has made me mad many times with the kind of cases they pursue. I would rather they start a campaign encouraging all people to be more respectful in general to people of all ethnicities. Word to the wise, wearing your pants down low is just as much a generational thing as it is a black thing. Many young people of all races wear their pants this way. The child you save may be your own.

To HOpe in NC, from your March 30 comment. Both of my boys and husband have long hair. What does that have to do with anything? Saggy pants is one thing, it shows off body parts that are private. Shaggy or long hair on males doesnt. If you read the bible, in those days ALL men wore their hair long!!!!!!

To whoever posted as "Who Cares", I have a life. I'm currently in college using my talent rather well. How about you? Do you have any talents? Not to brag, but this is one of many of mine. I assume you struggled with reading comprehension in school because I stated that I was not an English major. For your information, I'm a Biology major. Besides the fact that you can't spell talent, due to your lack of correct grammar, the ending of your sentence is rather opaque. Since I don't feel that your comment is worthy, I'm not even going to try to translate it to pure English. I must have ruffled your feathers since you had to resort to name-calling, but I won't stoop down to your level. Good luck learning to comprehend comments! It's so fun to aggravate people like you. While we are on the subject of clothes, lets get these girls to wear some more clothes. I for one, dont want to walk around this summer and hav to look at girls cheeks hanging out or their chest over exposed because they want attention. Its sickening. Time to grow up girls.

I'm not an English major, but I find using appropriate grammar as a good practice. Not mentioning anyone in particular, but sometimes it's impossible to even make out what some people are trying to say. I know they don't talk like that. How in the world could anyone understand them? Most of the time I just overlook petty grammar/spelling errors unless I feel that someone made a comment which is worthy of a response. Then, I just do it to clarify what the person may be trying to say. I'm from eastern North Carolina so I know about some of the sub-par schools, but at least most of the schools teach appropriate grammar.

I am so disguised at the reaction of the NAACP. It is already bad enough that the parent(s)aren't teaching there children how to respect themselves and others. So what happens??? School and Law have no other choice but to make it a law. School and law are the new found parents of a lost culture. As soon as the parents start becoming a part of there child's life and making them do right the lesser the chance of the law being involved. This is a wake up call to all youth and parents. We will see in due time the outcome of this bill. I am hoping that parents are standing with this action. Boo on NAACP!!! They should be ashamed of themselves. Please stop pointing the finger and start making a differnce in the black youth...if your sooo concerned !!

Yes it is discriminatory. I think it is discriminatory that I and anyone else has to see this childish act. Suposededly grown people trying to walk with their pants down around their knees with their nasty underwear showing. If I wanted to see such crap as this I would go rent a movie. Lock'em up. Throw away the key. Put'em in the pokey and watch how fast those pants go up. Draw strings and belts up to their eyeballs. That's where they need to be. Up to their eyeballs.

Do the kids know the baggy pants thing started out with prison inmates pants not fitting correctly.. I think it is a disgusting fad! I don't want to see some kids boxers..I also don't like it when all our young women try to show everything they got too..Sheesh leave something to the imagination of the young men!! On the lighter side watch them try to run with their pants down around their knees!!! Hilarious!!!!!! They end up around their ankles!!!! Haaaahaaaaa

I agree that the NAACP should stop jumping on the bandwagon about every little issue that is not even a racial issue even though they are trying to make it one. Fight for a good cause instead when it arises. It was very condencending to say the least that they singled out the black race when in fact it is across all races. We can have dress codes in school all we want but until the parents help the staff enforce and not complain every time their Sue or Johnny is disciplined about their dress. It begins at home with the discipline, social issues and just plain manners. I know that sometimes that doesn't work also but again I say parents get involved with what goes on with your child at school and support the staff when they have a very good reason to punish your child for not following rules instead of saying not my child, he would never do that. THEY DO DO THOSE THINGS and more sometimes. Let them be kids but teach them the morals they need to live responsibly.

i think people have forgotten that this bill is directed towards students, which inturn means schools, not people walking down the street, etc. I agree with it personally. my children's schools have dress codes and uniforms due to the fact that some parents didnt care what their children wore to school. the uniforms are much easier and you dont have to worry about who is showing what part of their body when all are required to wear the same thing in the same fashion as everyone else.

I am 23 years old and I agree! I hate it when people wear there pants to low. it is distracting and it hurts their bodies physically. It is a proven medical fact that young people who wear shorts low like that wind up bow legged as adults. Only horse back riders deserve to be bow legged!

I agree that it is a society problem, I hate to see the sagging, bagging or overly revealing clothes on anyone. But do we really need laws to dictate clothing styles? Our law enforcement is overwhelmed with other things, do they have to become clothes police too? This is an issue for families to resolve. Go ahead, have school and work dress codes but don't be afraid to enforce them! As long as the celebrities are dressing like this, the young people will too. How many of you remember the hot pants of the 60s, the braless look of the 70s? And those greasers in the 50s? Young people have been establishing their own styles for years and the older folks have thought it revolting!

Also, flopping their upper sections out as well, and you are right, it is indecent when 95% of it begins to fall out. Let's face it though, one has to possess a buxom bosom & booty to have it hanging out. Guys of all races are sagging their pants as well. Besides, only the NAACP is targeting a specific race. Pull your pants up and grow up! I don't walk around showing my breasts off to anyone, that would be called indecent exposure to which there are already laws for. We as a people need to take some pride in ourselves and in they way we dress. They should make a law to do away with the NAACP just like we abolished the KKK. Both groups caused trouble and made the racial issues more heated. If we want to be ONE then do away with that group too and quit calling attention to colored people or setting them apart. If white people had a NAAWP group, then people would call it a racist group wouldn't they?

im so tired of hearing about the naacp. when the duke lacrosse team was accused of raping the black girl the naacp was all over it. when the charges were dismissed where did they go? no apologies or anything. now since these two black males who are accused (even though they have one of them on video tape using her debit card) of killing the white girl have been identified and arrested where are the naacp now? seems they only help blacks! hmm that seems a lil racist to me .. hope im not being racist by saying blacks? ooppss what a world we live in.. and it just keeps getting better every day ... dont believe me ? watch the news !!

For heaven's sake! NAACP please stop jumping on frivolous matters, or matters you don’t take the time to think through. Blacks are not the only group that wears their pants disgustingly low. I beg you, please research, investigate, and get advice before jumping into something that makes the NAACP look like idiots. Spend your time researching why there's so many black high school drop outs, so many black on black crimes, and last but not least, built up relations between other groups instead of tearing relations down. Saggy pants, long shaggy hair, an unkempt appearance in general equals no one taking you seriously in life. Seems so simple. Parents need to be driving this point home. Yet with kids having kids these days, and for at least the last 20 years or more, this message may not be getting across. Kids need to hear growing up that they are not only special, wonderful, treasured, gifts from God, you get the idea. They also need to hear that they can be anything in life as long as they are willing to WORK for it. EDUCATION is key and appearance will help pave the way to a bright future. Maybe the NAACP could help get this message out to people of all races, even the colorless, which apparently I fall in the category of. Maybe the English majors could try to overlook some of the grammatical and spelling booboo's. This is a very relaxed forum and most seem able to get the general message across. We are in eastern NC with it's less than desirable education system...

I totally disagree with the comments about the "Low Pants Bill" being discriminatory. I feel that anyone that is caught with their pants hanging down should be penalized. There is no reason that a person's pants should be below the waistline. There's nothing cute about it. There are just as many whites and hispanics with these low riders on as there are blacks. So DISCRIMINATION is an outrageous claim. There are more important issues that need to be addressed for discrimination.

The NAACP's time would be better spent investigating why there is so much crime in the black community.So many young black males go to prison.Black on Black crime stats are outrageous.NAACP members,couldn't your time be better spent mentoring young black males? In regards to laws against murder, rape, and robbery disproportionately affecting black males. There is a reason for it, take a look at TV if you got one, most of the time, 95% of the time its blacks that are committing the crimes. So you are saying get rid of the laws so everyone, not just blacks, but the other 5% can murder, rape and rob without consequence.

This style went out in the 1990s. I understand fashion make comebacks, but this one shouldn't. This is not a matter of race. However, most people do associate this style with hoodlums. The White and Asian kids are wearing that style, too (I'm Asian).

Please get for real. It would be utterly disgusting seeing everyone's big, flabby bodies walking around unclothed. Everyone just needs to dress modestly. Pull your pants up, buy your pants in the right size, wear a belt if you must, and ladies make sure your shirts cover your backsides.

Riviera Beach, Florida recently PASSED the exact same law on a community level. No one wants to see their underpants and even more so when your in a school. There has to be policies governing school deportment and this has been long in comming. I personally find it disgusting to see any man's underwear in public. I am certainly not racist. I have 2 biracial children. My son is only 3 now. When he's older, and if he EVER tries to wear his pants like that, I'm gonna have to teach the kid a lesson. Dress like a normal person. I would like to add something to my earlier comment. I am not a racist,I believe that everyone is created equal,and born innocent. However,I am sick of hearing the black youth of today say how they have been oppressed. I have a very good friend who is a black man, he is in his sixties and a vietnam veteran. He has told me stories of how he grew up and the way things were then, HE was oppressed, black people of that time, and earlier times WERE oppressed. The black youth of today have just as many advantages as whites, or any other race, the only difference is agencies like the NAACP telling them they have been oppressed. Now mind you I am not saying that the black people as a whole don't have a right to be angry for the way their people were treated, however everyone needs to remember that black people were not the only ones forced into slavery. For example the Scottish were slaves to England for 1400 years, and the Chinese were virtual slaves in the American west.

Someone please explain to me how this is discrimation toward blacks. I walk around all the time and see guys with their pants hanging off them and showing their boxers, just as many white guys and asians as blacks. I feel it's a good idea because quite frankly they look ridiculous and I wouldn't want someone who does not have enough self respect for himself to dress correctly around my daughters. Not to mention having worked in corrections I know what it originally meant, it was and still is used as a sign among homosexual inmates that someone is "available". I am quite certain that if these young men were aware of the original meaning they wouldn't wear their pants that way.

This bill is absolutely ridiculous. Doesn't target black people? Just like the drug laws that don't target minorities. Give me a break. Minorities have been targets of lawmakers since the begining of this country. Does anyone remember the jim crow laws of the south. Heck, It's hardly been 50 years since segregation was banned and even then the federal government had to bring in troops to ensure the saftey of those kids from the local and state governments. Though I must admit that wearing your pants low doesn't look good to "me" but that is their business. People need to worry more about themselves and quit telling other people what they should be doing. And as far as Flordia goes, I think they should pass a bill that would prevent lawmakers that are products of inbreeding from holding office. I don't know why but every story I read on the internet seems to come from flordia.

The bill actually bans sagging when it displays sexual organs in a "vulgur and indecent" manner. This makes it seems as if it is directed to women showing thongs, rather than ghetto sagging which comes with baggy boxers that do not display sexual organs. The NAACP has a case only if such rules are applied largely against black males, being that ghetto sagging is distinct to a predominantly black sub-culture. In general, whites' (and I am white) disgust with sagging is not anything intrinsic to sagging but in that it is part of the ghetto subculture which is often hostile to whites and white values. Unfortunately, this bill will only hurt any form of racial reconciliation if it is directed at ghetto sagging. It won't stop sagging, it won't delegitimize hostility, and it will only create more negative confrontations between blacks and authority without any good reason beyond "sagging makes you look stupid."

The claim by the group Advancement Project states, "the proposal is directed primarily at black males and could lead to arrests". Why do they get to keep the reference to "black males" in the story but I cant use the phrase "black people" in my comment. Obviously we both feel that this certain segment of our population will have trouble with this law. And isn't that the claim of the NAACP? It is such a shame this organization wishes to protest things such as this when it clearly addresses all and not one color. They jump on a bandwagon quick if they can first get money and secondly publicity. If parents would take the time to teach their children morals instead of worrying about how many they can have by different men to get welfare assistance then the world would be a better place and this organization and others that just address one race would not be necessary. This type of activity is another example of all races. If they want to help all as they claim why are they not down here in NC and Georgia trying to ensure those that killed those two young college ladies are put to a fast and speedy trial and death given to them? Seems like it was not that long ago they were in the Goldsboro area helping get another one off that appears to have been involved in a murder of a young girl. If you want to show your undergarments stay home and do it inside your house. I find it very distasteful and utterly rude to see someone with their pants so far down you can see their underwear. Is it suppose to make the person look "cool" or what? I just want to give the NAACP a little education. The saggy pants that they are trying to fight to keep "in style" first started in jails. Inmates would wear their pants low and show they boxers to other inmates to make a statement that they were aval. I personally do not want my child walking around town promoting that image. If the NAACP wants to fight for something let see. . . how about getting young black males to stay in school, behave, and graduate with a degree (on time). How about fighting for the higher drug education and parenting skills that all young people seem to need, not just the black youths.

Dress should be the last issue of the NCAAP. Our young black males are failing in school. They cannot read. They don't know their history, they don't know about The Freedmen's bureau or the civil rights movement. I know this because I teach these students. I stay frustrated because I don't know how to reach these intelligent young men who have so much to offer the world but are not motivated to do anything to change. Drugs, gangsters, and sports are the only things they admire. Where is the NCAAP in this? Why aren't they doing more to educate your minority youth? Why aren't they providing role models? Our youth are dying from high blood pressure and diabetes. Why aren't they working on this? Please, please, someone find a way to save your youth. Look at the recent crime statistics. Those are the issues to be fighting. The Bible states to look after the plank in your own eye first. We must help our youth. They are GREAT people that seem to have no direction and no heroes.

Reading the "comments" has been funny. Maybe if they enforce some type of dress code, then the students will learn what they are attending school to learn. They went about it the wrong way. Why spend all the time and money to pass legislation to mandate the proper height of pants worn in a school. They should have pushed for a dress code or uniforms that should be worn at school. This was a waste of time and all it does is stir up racial tensions. Pass a uniform requirment and send the students home that are nonconforming.

One of the NAACP's goals is "to ensure the political, educational, social, and economic equality of all citizens". If they truly focused on their goals and stopped assuming everyone and everything is "against" black people maybe they would recognize that this bill may force those black (and any other race) people who do wear low pants to dress in a manner which may earn them respect. Regardless of how intelligent a person may be, let them walk into an interview dressed in that manner and chances are they will not be viewed in the same light as someone dressed respectfully/professionally. Interviews are the first steps to jobs and jobs are the first step to "economic equality", which brings us back to one of the NAACP's goals. You would think an organization that is hosting a Leadership Summit later this spring would recognize that slouchy pants do not elicit a "leadership" image!

I can't wait until styles lean toward pants that fit again. it is nasty to have baggy saggy pants for anyone. ADVICE>>>PURCHASE Pants that fit and get a belt.

the naacp is a racist orginization that only speaks equality and does not practice it. as long as you have special interest groups you will not have equality. special interest equals special rights. as for the teens , they have no self respect and no respect for others. they learn this from their parents who have none. i have 5 children each of whom have enough common sense to buy clothes that fit. when you are advertising what you have, keep in mind that others believe its all you have to offer, thats not much but says a lot. if the parents are choosing not to teach respect to their children someone needs to step in. church is a good place to start. you are not born with values and morals, you learn them.

Vickie, I would guess that your kids are perfect, or you don't have any. Take a look at the Mall the next time you go, watch the kids. I have to keep tabs on my 2 both 14, they emulate what the see. They are not perfect but well disciplined and respectful and have not had to spank or raise a hand to them. Speak what you know, not what you think.

In my opinion this means the NAACP, themselves think that black boys are the only ones who wear baggy pants with their undies showing...meaning the white boys dress desent..... NAACP really needs to get over themselves.....The NAACP uses the race card for everything which makes no sense what-so-eva.
