Honolulu (AP) A U.S. Marine smiles as he holds what appears to be a puppy by the scruff of the neck. The face of the motionless animal is shown to the camera as another Marine comments on how cute it is.

The black-and-white puppy is then tossed off a rocky cliff.

Whether the 17-second Internet video clip is authentic or a prank, it has drawn sharp condemnation and widespread outrage.

Animal rights groups said they have been flooded with e-mails and calls about the disturbing video, which was viewed tens of thousands of times before it was taken down by YouTube.com earlier this week "due to terms of use violation." Many people expressed shock and anger on Web sites and blogs.

"We're appalled," said Martin Mersereau, spokesman for People for the Ethical Treatment of Animals, or PETA, in Norfolk, Virginia. "Thankfully, it appears the Marines are taking this very seriously, as we expected that they would."

The U.S. Marine Corps is investigating the video, calling it "deplorable and contrary to the high standards we expect of every Marine."

"We do not tolerate this type of behavior and will take appropriate action," it said in a statement.

The alleged name of the Marine who threw the puppy, a 22-year-old lance corporal based at Kaneohe Bay, was uttered in the video and now has been widely circulated on the Internet.

Maj. Chris Perrine, spokesman for the Marine Corps Base Hawaii, earlier said the Marine involved could be based at Kaneohe, but would not confirm his identity.

The low-quality video shows two Marines joking before one then hurls the puppy into a rocky gully. A yelping sound is heard as it flips through the air.

Mersereau said an expert with PETA has analyzed the clip frame by frame.

"There are cues in the audio that give us pause, but we have no conclusion, opinion on its validity," he said. "We feel it's absolutely necessary that investigators determine its legitimacy by speaking directly with all those who were involved."

The apparent discrepancy is in the audio of the puppy yelping as it is airborne. Despite the dog moving away from the camera, the sound does not diminish or fade.

"The sound of the puppy screaming doesn't seem to jive with his rapidly increasing distance," said Mersereau, who noted that the group is working with poor quality video from the Internet and not the original tape.

Whether the puppy was dead or alive before it was thrown is also at question.

Mersereau said the puppy being motionless when it was held before the camera does not prove it was dead. Puppies, especially when very young, sometimes go limp when being picked up by the nape, he said.

The Society for the Prevention of Cruelty to Animals International said it was horrified by the acts displayed in the video and hopes the Marine Corps takes "swift and strong action."

Stephanie Scroggs, spokesman for the Washington-based group, said the video was the complete opposite of what she has experienced with U.S. troops. In November, the group launched "Operation Baghdad Pups," helping service members rescue and bring home animals they befriended in Iraq and Afghanistan.

"(They're) desperate to bring them out of that situation and show incredible acts of kindness," she said.

At a cost of $10,000, the group last week helped bring to the U.S. two dogs including a puppy that was found tangled in razor wire during a gunfight in Baghdad. The dog named "K-Pot" was adopted by the family of an Army medic, who treated its wounds.

I dont care that it was a Marine. Thats not the issue. For all thats worth, it doesnt matter if it was staged either. It still represents malicious intent. This is not about 'just having fun' or holding someone to higher standards. This is about cruelty to something that cannot defend itself. Even faking such a thing has ramifications, namely, that they are encouraging such behavior. It doesnt matter that a Marine did it. It matters that a person did. And yes, there are more pressing issues...Still, just because there are bigger evil things going on does not mean there is no reason to deal with this too. For all we know, this is a warning sign of a sociopath or a serial killer or both. All things deserve attention. We cannot just pick and chose.

Wow, Leokadia, where do you get your information? You speak of disgrace, Watch the video, Are you an expert in video communications? The video is a fake, well not so much the intent to be authentic, but a fake none the less. The Marine Corps has analysized the video and found it to be pieced together, the original video was retrieved and found the in prep to this youtube upload the prep of what it was going to look like. Also both Marines are being charge as well as other involved, what you did not see were the Airman and Army PFC involved. Kids with too much time on thier hands, also this Video is about 7 months old.

There are more important issues than animal rights, examples would include human rights, national debt, personal debt, working on cleaning up our enviroment, and child porn. Let's focus on issues that can change our lives and our country, and spend less worrying about some dog/cats feelings.

This man and his compantion taking the video are a disgrace to the Marine Corps and to all decent Human Beings.He needs to be dishonorably discharged from the Corps and also be sent to the Brig. The person taking the video is not any better and needs to be punished also. Anybody who will do this to a helpless animal will also rape and murder. A person like that has a sick mind and does not need to be in the military. I certainly don't want anyone like that protecting me. If he was a civilian I would want him to go to Jail for what he did, too. Military or not, this cruel needs to be investigated and punished to the full extent of the law. There are enough sickos loose we don't need anymore. MOst criminals will start out abusing animals and end with murder. Society needs to be protected from people like that.

This is still on YouTube, just saw it last night. I know this Marine, he is an Idiot, but would never hurt an animal, what you see is a stupid prank and does not Instill the highest standards of a US Marine, but a prank none the less.

In response to Tom/Martin, CO. Do you realize how ignorant your comment was? Not to mention that COGNATIVE is not a word. Perhaps you should pick up a dictionary and read a few books. To say that "Dogs have no feelings" makes you just as accountable as the boys in this video. I suggest you read the Veterinary Professional's comment dated March 14 to understand how truly serious animal cruelty is. And know that research proves a connection between animal cruelty and violence against humans. Oh and one more thing Tom, your statement below can be used against you in the court of law if you are ever condemned with animal cruelty yourself.

I'm not speaking bad against all military. But don't you love how when someone is in the military, some of them feel like they're a bit higher than everyone else. And no not speaking bad against all just some. I praise the ones who have served in Iraq. And some of us that are being accused of hiding behind our 9-5 job, don't have a choice. Not when you're a single parent and you have a child/children to worry about, you can't just up and join the marines.

The Tracking Animal Cruelty Crimes Act (S. 2439), recently introduced by Sen. Robert Menendez (D-N.J.), directs the U.S. Attorney General to modify the FBI's crime data reporting systems to list cruelty to animals as a separate offense category. Research clearly demonstrates that there is a close association between animal abuse and family violence, as well as other crimes. In addition, animal abuse frequently is one of the first signals of a child, and family, at risk. Without accurate tracking, there is no way to access important information such as trends or the relationship to demographic and geographic data, on which to base policy development and resource allocation.

Stace, I guess you never in your whole life maybe in college or not or your heavy laden military family never did anything wrong, I find that hard to believe. When will YOU see that it was a prank, nothing more. Get off your high horse and find somthing else to complain about. Put the Military aspect aside had this been anybody else, maybe your brother or you boyfriend (husband)would you feel the same way, I think you would defend that person. What this story does not tell all the facts. Get a life.

It really doesn't matter whether the "kid with too much time on his hands" was a Marine or not. I come from a heavy laden military family and this video has disgusted anyone who has watched it. But, because he is military, do we do less? NO. I say, find him, bring him home to the States, dishonorably discharge him and then put him in front of a jury of his peers. This is disrespectful to the human race, that we are not better than hateful animals. He obviously is a disturbed individual and being military, does not give him the right to disregard the life of the puppy, whether dead or alive. He needs a good psychiatrist!

Get a life, If you have never served in the Armed Forces and hide behind your well maybe 9-5, We hold our service members to higher standards? Why because everyday while you sleep,eat Freedom at the lives of what you call higher standards. Plainly these are big kids with too much time on thier hands. Maybe everyone should live up to a higher standard and quit whining. The video is a prank and that is that. Get a grip the are more pressing issues than this crap.....

I dont know if this tape is real or not but it sick to think that someone who is supposed to protect our country will take and harm a animal. I dont want a person like this protecting me. If he is cruel enough to hurt this precious animal, then he is cruel enough to rape or murder. Isnt that the beginning of most killers?

I agree! It is always the rotten ones that ruin it for the good Marines. My husband is a Marine and he thought it was sick! However, we do not know the whole story. If he did indeed throw a helpless puppy off a cliff just for laughs, he needs to be punished. Knowing how the Marine Corps works, the ones involved will be punished! It is not fair to go around thinking all Marines act in such a manner. My husband, as would many other Marines, would never do such a senseless, cowardly thing to something so innocent.

You know i have to agree with the MARINE thing, some people dont realize what a MARINE is all about, just because they have the title MARINE, does that mean its fair to hold them to the a higher standard, i know they are however, look at people who use dogs for fighting to make a profit, i think that is a hell of a lot worse then this, ive seen the video on a diffrent website, it was not even that serious, c'mon people let the defenders of our freedom have a little fun and honestly i know this does not constitue as fun but dont look at EVERYTHING they do as bad just because the few ruin it for the many and i know most MARINES are very good at what they do, being a MARINE

The puppy is obviously alive in the video, what is all this staged crap? I raise puppies and it is a reflexive action puppies take when held at the nape to hike their legs up like that.It was also obviously paralylized with fear, its eyes were open too...HELLO. Why is everyone bringing up the hundreds of dying soldiers and Iraqis, that is not what is AT ISSUE. What is at issue is cruelty by our most and trusted highly reguarded military who represent us as a country and a people.Cruelty to something that could not protect itself.People can. This guy should be dishonorably discharged or tried for conduct unbecoming a US Marine.

Is this what the ads mean about the marines being the best of the best? I do hope my counterparts in your country follow through on this investigation and seek the highest penantly possibly for those involved. Should it turn out to be a 'staged' event I still feel those involved need to grow up...maybe take them into some of the places we have to go and see the animals/conditions we do....trust me, war zones are pretty than some of that.

I should hope the punishment would be severe for this horrible act of cruelty if true, or act of sick perversive prank, if it was filmed as a joke. Why do these sickos get away with publicly airing such disturbing and sick behaviour?
